About the three plans — and the vote

Plan A (Approach A) — not adopted — Full State SB 79. No local modifications. High-density housing at all ~141 TOD zones effective July 1, 2026. Uniform application of state density/height rules. No CT upzoning bonus and no delayed effectuation beyond what the statute already provides.

Plan B (Approach B) — not adopted — Phase-In Only. City uses SB 79’s built-in delayed effectuation provisions for eligible sites (Low Resource areas, VHFHSZ, capacity minimums, HPOZ, sea-level rise, industrial employment hubs). No new upzoning incentives. Lower short-term displacement pressure than Plan C but no proactive production mechanism.

Plan C (Approach C, ADOPTED) — Phase-In plus Corridor Transition (CT) upzoning for the 57 official Opportunity Stations. CT: 4–16 units per site · FAR up to 2.9 · 2–4 stories. HPOZs and HCMs are carved out per Amending Motion 4A. Effective as Option C.1 (CT only), recommended by CPC May 14, 2026, CF 25-1083. City Council adoption March 24, 2026.

Opportunity Stations are TOD zones with a majority of moderate or higher opportunity tracts (TCAC/HCD). Official list: 57 stations per DCP Appendix 6, Appendix C List 1 (Feb 2026) updated per Ordinance Staff Report (May 2026).

Plans A and B represent the range of options that were on the table before the March 24 vote. Comparing them reveals which stations would have been treated differently under each approach — a useful lens for analyzing sponsor priorities, campaign contributions, reelection contexts, and council district patterns.

Map 05 reflects LA City’s Plan C (57 Opportunity Stations, CT upzoning), built from LA City DCP’s transit analysis (Nov 2025). On June 1, 2026, SCAG published a preliminary county-wide SB 79 transit stop map using different methodology and geographic scope — these are distinct datasets and discrepancies represent interpretive disputes, not errors by either party. Rank normalized 0.0–1.0 across all 108 Metro Rail TOD zones. Estimated from OpenStreetMap: parks, water, schools, cemeteries, railway land, and major road ROW subtracted from each 0.5-mile TOD zone polygon. Local streets are not subtracted. Stations at network edges flagged with reduced coverage confidence.

Methodology and limitations

Non-buildable area is estimated by querying OpenStreetMap for polygon features tagged as parks, open space, golf courses, stadiums, cemeteries, water bodies, wetlands, flood-control basins, schools, universities, colleges, and railway yards. Major road ROW is estimated by buffering motorway/trunk/primary centrelines (30 m / 20 m / 15 m half-width). All features are clipped to the TOD polygon before area computation.

This metric measures physical site availability, not regulatory developability. A Very High rank means the zone has relatively few mapped physical constraints — it does not guarantee entitlement, affordability feasibility, or that parcels are actually vacant. Parking lots, single-family lots, and low-rise commercial land are all counted as “developable” under this definition.
