What This Table Shows

Pressure score (0–100) is the redistribution pressure score: 0.40 × historic conflict + 0.40 × opportunity inverse + 0.20 × renter rate. Higher scores indicate station areas more likely to receive redistributed capacity via the capacity-shifting mechanism. Tier (low / medium / high) summarizes where each station falls relative to the full distribution.

Opportunity level uses the TCAC/HCD opportunity framework: Highest Resource, High Resource, Moderate Resource, Low Resource, Highest Poverty. This measures access to high-performing schools, jobs, low-poverty environments, and transit. In this analysis, Low Resource and Highest Poverty station areas are treated as higher-exposure contexts because they may have fewer protective resources and higher existing housing stress.

Displacement risk tier (Low / Moderate / High / Very High) synthesizes renter rate, housing cost burden, recent rent escalation, and historical displacement events along prior transit corridors.

CVI is the Compound Vulnerability Index: a six-component normalized composite (CalEnviroScreen, renter rate, cost burden, redistribution pressure, carceral infrastructure proximity, poverty rate). Range 0–100; mean 33.

Alternative Plan review flag shows whether a station's historic-resource coverage (eligible_historic_pct) exceeds the screening threshold used in this model. This is not a legal determination. The flag is based on this project's parcel-area methodology: stations where locally designated historic resources cover ≥10% of the TOD zone's land area are flagged (this project: 76 stations). LA City DCP's Appendix 6 (Feb 2026) identifies 25 of 145 TOD zones as overlapping with HPOZs using a polygon-intersection methodology — a different measure; the 76 and 25 figures are not directly comparable. [Methodology details] In Los Angeles, the primary 2026 local implementation tool is the Phased Implementation Ordinance (CPC-2026-1798-MSC, draft Apr 17, 2026), which applies citywide — not individual station-by-station Alternative Plans. This dataset models the forward-looking period when the phased implementation pause ends and the historic-resource screening condition becomes operative. It does not yet incorporate HCD-reviewed or HCD-approved local implementation boundaries.

The stations that rank highest on pressure, lowest on opportunity, and highest on CVI are often the same stations. These overlaps reflect the model's inputs and the spatial distribution of historic designations, renter rates, and opportunity access — not a legal determination of cause.

Current Status — May 2026

This page is current as of May 14, 2026. The May 14 CPC agenda includes public hearings for the Low-Rise Ordinance and the Phased Implementation Ordinance. Final adoption still requires City Council action.

Station count note: This dataset currently uses 128 named station groups derived from 471 qualifying stop records after incorporating the G Line / Orange Line BRT and the D Line Phase 1 extension (Wilshire/La Brea, Wilshire/Fairfax, and Wilshire/La Cienega, operational since October 2023). The earlier 108 / 448 count was rail-derived. G Line BRT was incorporated in May 2026; the Metro J Line remains excluded based on LA City DCP's November 2025 report because it lacks full-time dedicated bus lanes. Additional planned or qualifying bus corridors remain under review. LA City DCP's phased implementation model (2026) uses 145 administrative TOD zones — a different count reflecting LA City boundaries, the statutory qualifying-stop definition, and a K Line Northern Extension update. RSO note: Approximately 15% of LA City TOD zone sites include buildings with 3 or more RSO-covered units, which are ineligible for demolition under SB 79. These sites are not captured in this project's Alt Plan review flag or displacement risk tiers; their protections derive from the demolition limitation, not from the historic-resource screen.
